The United States Air Force Academy (USAFA), Department of Athletics, anticipates filling the TERM full-time position of SENIOR NCAA COMPLIANCE PROGRAM ADMINISTRATOR. This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 5 years. Extensions and/or Subsequent re-appointments may be considered based upon an assessment of performance, Air Force and departmental needs, and funding availability.

Major Duties of the Position : Serves as the Academy's NCAA Senior Compliance Administrator. Ensures strict compliance with NCAA and Mountain West Conference (MWC) rules and regulations in accordance with the current NCAA Division I Manual and MWC Handbook. Disseminates NCAA and MWC information to coaches and staff at weekly meetings. Serves as liaison with sports administrators to ensure consistent application of NCAA legislation across all sports. Reviews and approves all USAFA team competition schedules and all paid campus visits (for recruited prospects). Certifies initial, continuing, and transfer eligibility for all USAFA cadet-athletes. Conducts annual educational meetings/briefings with all intercollegiate athletics squads and ensures completion of the Drug Testing Consent Form and Student-Athlete Statement by all cadet-athletes each academic year. Solicits feedback from coaches/staff on legislative proposals and consolidates inputs. Consults with Faculty Athletics Representative (FAR) on any academic-related proposals. Provides recommended institutional positions on legislative proposals to Athletic Director, Senior Woman Administrator (SWA), and FAR for approval and then submits institutional positions to the conference office. Advises Athletic Director, SWA, and FAR on potential service academy proposal concepts and drafts legislative proposals as necessary to submit to the conference office for processing. Oversees/manages the education of coaches and staff on adopted changes to NCAA legislation and assesses the impacts of those changes. Prepares and submits cadet-athlete medical absence, medical hardship, initial eligibility, and legislative relief waiver requests to MWC or NCAA as appropriate. Uses NCAA compliance software to update and maintain required eligibility forms and NCAA squad lists. Maintains a comprehensive database containing information for staff, cadet-athletes, and recruits. Provides guidance/oversight to the athletic ticket office regarding complimentary admissions for prospects. Maintains a current list of all countable coaches and tracks off-campus recruiting certification status. Oversees the completion and submission of the annual Academic Progress Rate Report, the Graduation Success Rate Report, and the Sports Sponsorship Report to the NCAA. Compiles Athletically Related Outside Income Report for the Superintendent annually. Supervises and provides NCAA rules education/briefings/presentations to all cadet-athletes and all athletic department staff and to external groups as necessary or as requested. Provides guidance, as needed, to compliance staff when conducting research and providing NCAA rules interpretations to coaches and staff and requesting official interpretations from MWC or NCAA. Requests clarification from the applicable conference of rules or other guidelines in support of compliance reviews/investigations. Oversees and provides for the certification of coaches for off-campus recruiting and oversees a comprehensive rules education program. Provides first-year cadet-athletes with NCAA Eligibility Center procedures and requirements and tracks initial eligibility status. Educates transferring cadet athletes on eligibility issues and augments the educational module required by the NCAA Transfer Portal. Assists USAFA Superintendent with annual Attestation of Compliance and provides other compliance updates to Superintendent as requested. Monitors recruiting and countable athletically related activities for intercollegiate programs. Reports rules violations to the NCAA, conducts an initial review, assigns investigation officer, and works closely with the NCAA Enforcement staff in a collaborative effort. Recommends corrective actions to the Director of Athletics and the Executive Director of Athletics at the conclusion of investigations. Implements any corrective actions and reviews the status of any penalties resulting from violations.

Qualifications

REQUIRED QUALIFICATIONS: Minimum requirement is a bachelor's degree and 10 years of compliance experience at a Division I institution, conference, or the NCAA national office.

DESIRED QUALIFICATIONS: Masters/JD preferred.
